This proposal radically reinstates the archaeological park concept originally proposed by JICA in 1979. All commercial activities will be moved outside the temple park, addressing the social issues that have persisted for decades. This approach ensures fairness for the local community. A new blueprint will be established to regulate commercialization in the area. All markets and commercial activities will be situated outside zones 1 and 2. Tourist access to the temples will be restricted by reintroducing gates in zone 1, while other visitors can only observe from designated study points such as the Borobudur Study Center and the Temple Museum.
